New hires but cutting old hires hours?

Im curious how this is justifiable.... Business opens. Hires say... 6 people. Very busy business, everyones working full time and the boss seems to like the employees. So busy, needs a new hire, but decides to hire three more people instead of the one. Two weeks later, corporate wants the boss to cut hours to cut costs. So, boss cuts everyones hours drastically... but still needs people there badly, so the boss hires two more new hires even after the old hires and everyone in the store have had their hours cut drastically but has no desire to get rid of anyone...... how does this make sense?
