On what grounds if any is retributive justice ever rationally (as opposed to emotively) justifiable?

Probably has more to do with how a person feels. Sometimes they just cant let go of it. So they hold it in until they get "even" in their own mind. On what grounds is it justified? I don't know. Perhaps on the grounds that perhaps the individual just doesn't know of any other way to go about equalizing reality.
