Ok new question on an anime?

im looking for an anime that has a high schoolgirl i believe with red hair shes from outer space she is friends with a girl with blonde hair she always runs to school dragging her friend jumping over walls running over the alien observer who dresses like a spy.its an older anime i think but later they did another Series as the main girl and her rival are bounty hunters
