Can you actually refuse to step out of your car if a officer asks you to and have it be okay?

In the Jay Z song 99 Problems he says "I ain't steppin out of **** all my paper's legit" if your paperwork is all good and an officer has no justifiable cause is it ok if you do not wish to step out of your vehicle?
